In our case this email comes from the Amex PlugIn and is a standard template. If you installed the plugin, you will keep getting the message. I was able to stop this message from Sandbox by simply going to Manage Plug-In Implementations and unchecking "Amex Connectivity Plugin".

You can apply a formula numeric filter on the Leave Date using a formula like "Case When Leave Date is greater than Last Anniversary Date and less than Next Anniversary Date then 1 else 0) equal to 1.
