I was able to identify. The permission missing is Lists → Employee that is required minimum of "view" level of permission otherwise user wont be able to create/edit/change saved search. Best, Fabs

I figure out this is a limitation to avoid issues to load big reports. When we export to XLS or CSV format the report works.

As a workaround I added a column to the weekly timesheet screen to show the status case and users know they should not add hours to cases with status closed.
