Can someone point me to the documentation for the BI Client Admin Tool? I've been digging through the OAC documentation and cannot not find anything on using the admin tool.

If you run into any specific issues, then head over to MyOracle Support and search: OAC administration tool and you will find some soluttions for specific situations.

This doc just covers uploading an rpd that you already have to OAC. There's no information on actually creating an rpd using the admin tool. And searching for OAC administration tool in My Oracle Support didn't turn anything up, either.
Why is it so hard to find this documentation? There's so much documentation and it's so hard to find what I need.

Apologies, maybe I mistook your question for general information, I didn't catch that you were looking to build an RPD from scratch.
There are two different methods for modeling for OAC - The Data Modeler and the RPD.

I do think the documentation may have a gap here in that it assumes one is either going to use the Data Modeler or upload an existing RPD from a previous on-prem or manipulate a previously upload RPD.
If you are looking for information about building repositories, then I would direct you to the on-prem documentation for Oracle Analytics Server as it covers it in a bit more detail.Introduction to Building Your Metadata Repository
