OCI streaming - message filter & best practices

I am looking to implement OCI streaming in the integrations we have in OIC platform. My concern if in a multiple public-subscribe model, whats the best practice around how message selection is done if we have a single publisher and multiple subscribers? And also, if future new subscribers are being onboarded, would it be easier for on boarding them with minimal code change and not impacting current process?

Pls share me relevant blogs for this and general best practices for OCI streaming implementation.
