OBIEE 12.2.1.4 configuration failed with exit value 3

Hi Gurus,
I am setting up an OBIEE 12.2.1.4 instance on MS Windows server 2016 with MS SQL Server 2016 to run RCU.
I did installed JDK (1.8.0_321), then install FMW 12.2.1.3.0, then install OBIEE 12.2.1.4, then RCU is successful on SQL Server 2016, finally when i started configuration process, everything seems to be going fine, i even saw 100% in the wizard window and at the BI Startup step, it failed (see screen shot below).
Node manager, Admin server, managed server started fine (checked in console), then logged into EM and under "business intelligence" ----> availability , found that only obijh1 is started and obips1, obis1, obiccs1 and obisch1 are in failed state.
I manually attempted to start them, but no luck.
I see all the stack i used are as per certification matrix (JDK version, OS, database for RCU), not sure what went wrong,
Please throw some insights. Thanks in advance.

Quick update: Performed steps mentioned in this doc on my oracle support, Doc ID 2406047.1
But still issue remains the same.

Which component doesn't start? What does the .out file of that component say?
Random guess without that info - it could be 2612074.1

Only obijh1 starts, obips1, obis1, obisch1 and obiccs1 all failed.

I am having the same problem as you, if you have solved the problem can you tell me how you solved it ?
FMW : 12.2.1.3
OBIEE : 12.2.1.4
Java: 1.8.0_401

You shouldn't be installing FMW 12.2.1.3 anymore these days, you should move to FMW 12.2.1.4 even for OBIEE 12.2.1.4. And, is there really a good reason to install something as old as OBIEE 12.2.1.4 these days?

fmw 12.2.1.4, I heard that it does not support OBIEE 12.2.1.4

Because of end of support on FMW 12.2.1.3, OBIEE 12.2.1.4 has been made compatible with FMW 12.2.1.4. It's something very recent (last month), and only to allow for FMW 12.2.1.3 to "die" peacefully while still having a solution for installations of OBIEE 12.2.1.4 (because FMW 12.2.1.4 is used by OAS as well, and therefore is supported at least another 24 months because OAS 2024 released last week uses it).

I actually tried to install obiee 12.2.1.4 on fmw 12.2.1.4 last week but I got an error. so I installed it on fmw 12.2.1.3. I'd better try again.
