Problems with upgrading accounts

I did an account upgrade on Friday and when I verified my bank card, €93 was debited and has not been returned to date, why is this happening?

Thanks for the extra info.
So, you ended up in the "wrong" forum, this space covers only the Oracle Analytics products.
You could try
: it's a parallel (but independent) forum from this one and that page is for the general Oracle Cloud Infrastructure page.I just don't know if they also cover payment questions. I believe there is a chatbot assistant in the cloud page, maybe that one can have a better link for you.
I really can't help more than that, because that's a topic out of my scope. All I know is that here (this forum), can't help because it's for a given family of products only.

Could you please be a bit more precise on what kind of account you did upgrade?
Are you talking about Oracle Analytics Cloud?
Or is this maybe more generic for an Oracle Cloud account? (wrong forum, you should consider contact support for your issue)
