In our company we solved this problem by providing our own SMTP-server and by creating a new senders E-Mail address. Then in MS Outlook we added this new E-Mail address / profile so you always get a message, if the recipient has not received an E-Mail created by an agent.

I would think you can disable access by not giving the role policy called "visualanalyzer.gernalAccess" within Enterprise Manager: When disabling this policy for a role it still shows the link on your BIEE homepage but when following it, it will show up a message with unsufficient permission level.
