To clarify: The linked page "Automatic Failover for Transactional Messaging (AFTM) resources" (https://docs.oracle.com/en/cloud/saas/marketing/responsys-develop/API/REST/AFTM/rest-aftm.htm) is where the Responsys AFTM REST API content is now located. The "Next Steps" links on that page link to the content that was previously included in the PDF.

The PDF has been deprecated and is a bad link on that page. We'll make sure that gets removed - thanks!
