When manager edits employee's goals, it's going for approval to next level manager. How to turn off?

We want the manager to be able to edit/add goals for their direct report WITHOUT it going for approval to the manager's manager.

I haven't been able to work out how to stop this happening - please help!

We are on 24D, and recently enabled Redwood for performance and goals.
