SSN Requirement & Pending Action

Summary:

Employees are not able to complete their Pending Action for missing SSN through their Pending Actions, but they can update the info through Before You Enroll/People to Cover. However, that way does not complete the pending action. At one time this worked without Ben Admin manual intervention when completed through Pending Actions, now it is requiring Ben Admin intervention to update either way. The only time Ben Admin should be updating an SSN is if a correction needs to be made to an existing SSN. Can anyone please advise what to look at the set up to see if this
