When entering into an enrollment (via Benefits Self Service) it behaves the same as Express mode.
On the Benefits Self-Service side of things (the employee side), employees have the option to proceed through an enrollment via the Express or Discovery paths.
In Express mode, if they review a section, then click continue, it jumps them to Review and Submit.
In Discovery mode, if they review a section, then click continue, it proceeds to the next section, and so on.
For Benefits Self-Service, the default mode can be configured via Survey and Self-Service Configuration.

On the Benefits Service Center side of the things (the admin side), when an admin enters into an enrollment it behaves the same as Express mode (if they review a section, then click continue, it jumps them to Review and Submit).
