Instance doesnt have "Monitoring" Activity after reboot

Summary:

Hi All, I have rebooted the instance at 11:00 AM today. The "monitoring" activity tab doesnt show anything on the instance after several hours. I have stopped and restarted the instance a bunch of times and nothing. I cant even SSH to my IP address at the moment, it times out… I have not made any changes to the networking OR my instance.
