Benefits not pulling through OTBI report

Summary:

We are not passing Benefits values through Payroll. This is the set up


And it is pulling values for the employee in the front end as well (Benefits Service Center):

Problem:

It is not fetching any enrollment data in the OTBI report "Benefits Post Validation Report", or any other report that we have build.

My concern is not with the report, but is this because i am missing some sort of process to be run on Benefits end?
Or is this because for Benefits we always always need a payroll element?
