benefits new dependents are not getting evaluated

The newly added dependents are not getting evaluated when a life event is processed. 
Example - new child is added, the child does not get listed in the EE+children option.
Example - domestic partner converted to spouse, the EE+spouse option does not show up. This is a critical issue as employees need the benefits active for new borns and new spouses effective immediately. This has started happening very recently, till yesterday we did not have this issue.

Does anyone know what is going on? it is critical for us to resolve this. We also have an oracle SR but any information would be extremely helpful.
