Fast formula on benefits coverage limit

I need to have a formula for the maximum coverage amount the employee is entering as part of the enrollment process.

The employee cannot enter an amount more than half of the benefits coverage entered for another plan. Do we have any fast formula to achieve this.

Also, I found the formula 'Coverage Amount Limit', where can we attach it. Can anyone help me with the navigation?
