Set a maximum benefit coverage limit for employee entered plan based on % of another plan or a limit

I want to set up the maximum coverage limit of a few plans 'Spouse Life' & 'Spouse AD&D insurance' , to half of the amount what the employee has entered for the plans 'Employee Life' and 'Employee AD&D' plans respectively. For example: If employee entered 10000 for Employee AD&D plan, then the coverage limit for 'Spouse AD&D' should be limited to 5000. Same is applicable for the ' Life insurance plan'. This condition is for all the cases with or without certification.

Also, If the Spouse coverage entered is more than 250000, then it should be 250000

How to achieve this?
