Communicated Rate does not display as expected

Summary: At Program Level Defined Rate freq is Monthly and Communicated Rate freq is Per pay period with element frequency rules. Value passed to Payroll at rate level is Communicated Amount.

Same configuration for two different Programs. For one program - on benefits summary it displays Defined Rate as 3.24, its communicated Rate displays 3.24. which is correct as Dependent Life is monthly.

For another Program Defined Rate displays 3.24 but communicated Rate displays 1.62 which is incorrect.
