Default value or Minimum Value "0" is not working in primary field

Summary:

Hi Expert,

We having an issue when we attempting to enter the "0" Value in Primary Field after that we are not able to proceed or submit the plan, Even our Min and Default set up to 0.

We have configuration set up for this plan rate
Minimum Election Value = 0
Maximum Election Value = 8850
Increment = 0.01
Default Value = 0

We would like to confirm if this expected as design in redwood page?
