Rate Amount not letting employee save $0 in Redwood

Summary:

Our Benefits Specialist was trying to add $0 rate amount for a Medicare Subsidy, but it won’t let her save the $0. Even though it says an increment of 0.01 for a range is 0 to 65, in the responsive view we can still add the $0. I set the Minimum Election Value on the standard rate to 0 and -1 but the system is still not letting her save the $0. Please advise.

We input the $0 if someone is not paying a premium for the supplemental Medicare plan. We still track it for the future eligibility in the event they do pay a premium later.
