Benefits for surviving spouse throwing an error

I have created a surviving spouse as a non worker and tried to evaluate the life event from the BSS. However it throws a payroll relationship error.

Surviving spouse doesn't have a payroll relationship and not having salary. The rates are supported by employer. How to achieve the benfits enrollment for surviving spouse

Assignment Staus of non worker Surviving Spouse is set as : Active - No payroll
