Not Change election in the same life event

We have the following scenario: a life event is generated that allows enrollment in a plan. The user enrolls today, and the administrator approves the supporting document, confirming their enrollment. The next day, the employee logs back into the benefits self-service portal and can cancel the enrollment made the previous day. How can we prevent an employee from modifying a benefit selection within the same life event once they have made that selection?
