Benefit Administrator review and approval for life event after employee submits changes in ESS.

Is it possible to have an employee self report a life event, submit documents and then the Benefit Admin can review and approve/deny at that time? My client wants to review and approve, but doesn't want to have employees to report, wait and then go back in to make changes once it's been approved.
