Dependent Not Available During Benefits Enrollment When Date of Birth Is Missing

I am observing an issue during Benefits enrollment and would like to understand whether this is expected Oracle Benefits behavior or if there is a configuration that can control it.
Scenario:
- An employee has a dependent (spouse/child) added under Contacts/Dependents.
- The dependent relationship is defined correctly.
- However, the dependent's Date of Birth (DOB) is not populated.
- When the employee navigates through Benefits enrollment, the dependent does not appear for dependent designation or enrollment.
