Benefit Options Level Instructions not showing directly on the page but need to click view details

Summary:

We have configured the benefit option level instructions in different options. But instead of showing directly on the screen ,user have to click on view details to see. The instructions only shows directly if the options marked as an waived off option.

Can anyone please explain if this is an expected behavior in redwood pages?
