Open enrollment Medical plan is defaulted to current but changes plans and now is enrolled in both

Summary:

Open Enrollment is set for Medical, Dental and Vision to carry over current enrollments - new default current same enrollment but default rate turned on.

The employee has PPO Core and when they go in and elect PPO plus it doesn't automatically unenroll them in the PPO Core. Is this how the system works or is there something else to set up so that the PPO Core unenrolls when the employee changes plan during Open Enrollment?
