Age changed is detected when Evaluate Scheduled Event Participation is processed

Summary:

Age changed life event is detected even when the parameter to Detect Temporal events is set to None,when running Open Enrollment ess job. Could you please suggest why this is happening.

We have recently enabled age changed to run only for one region employees not for all. since it is seeded, we understand that age changed will be detected when any event is added from Ben admin. However when running ESS if the detect temporal is set to NONE, the expectation is not to trigger any temporal events . However we still see the age changed is being detected for employees.
