I'm an individual user from mainland China trying to sign up for Oracle Cloud Free Tier (home region: Singapore / ap-singapore-1) for personal project hosting. All my signup attempts have failed, and I believe my identity was mistakenly flagged by the risk system. I am posting from the same email address I used for my first signup attempt.

What happened:

1. Oct 28 — First attempt: I registered with my HSBC Hong Kong Mastercard debit card (ending 8015). Card verification succeeded — two HKD 7.75 pre-authorizations from "ORACLE HONG KONG" appeared as pending on my card. But I never received the welcome email and the account was never activated. I should be upfront about one thing: this attempt was made from a cloud server (US datacenter IP) rather than my home network. I understand this, combined with a HK-issued card and a mainland billing address, may have looked suspicious — but the billing address I entered is my genuine HSBC-registered address,
