Competencies section in Performance Document

Is it possible to remove the 'Add' button in the Competencies section, as well as make the "Weight" not editable?

In the 'Competencies' section of the review form, we add the competencies directly to the template so it populates the document, therefore we do not want employees or managers to add new ones in the document itself. There is an 'Add' button, but I'm not sure how to remove it, or if it's even possible. Also, I see that I can set a weight for the competencies, but is it also possible to make sure this pre-determined weight can't be edited?
