Goals added to Performance Document as an option

I don't want the goals to be pre-populated on the form but an option to be added

I see that there is an Action box where we can pull in goals as opposed to pre-populating the section. The issue I have is when we click in the Action box, we see the options but the choice of where we pull it from is the previous years performance document and not our goals platform. What am I doing wrong in the set-up?
