Technician to technician activitiy assignment

Hi Gurus,

In our requirement when a Engineer assigns a technician with plumbing activity and when he goes to customer place he finds out to be a Electrical activity.

In this case how a technician can create or move this activity to the other technician? Without using the collaboration module how can he/she assign to another technician. Is there any options?
