Tool for SaaS Fusion ERP extensions

Hi!
I am a technical consultant that worked for several years in EBS extensions in releases 11 and 12 using Forms, Reports and PL/SQL.

I've been searching for a guide to migrate from old technologies to new ones, but I could not find anything useful yet. 

Can someone help me to understand which tool is the best one to develop extensions for SaaS? I read about JCS for SaaS and VBCS, but I do not know exactly which one is the best for development nor where to find tut good torials or documentation about them. 

I also need to know about integration tools and which one is the best for SaaS integrations.
