RUI: changes to BI Publisher notification template are not reflected immediately

I updated the PerformanceGoalRespApprovalNotificationReport template and uploaded this custom version a few times.  I noticed that the changes are not reflected on the approval page and on the email notifications immediately and it may take a few hours for the applied changes to take effect.  Is there a process I need to run?
