Error - Inactivating goals in the Goal Library en masse

Can goals in the Goal Library be inactivated en masse? 

 I was able to inactivate 1 goal (the first in the list) out of 263 goals in the goal library. The other 262 failed with the following error message - a goal with the same name already exists Enter a unique name HRG-3120220. 

I want to inactivate the goal so I selected inactivate for the status and entered 12/31/2020 as the date the goal should be end dated.

I've tried with one goal, 5 goals, 10 goals but the same error still displays.

I created the worksheet rows by using insert sheet rows to add the number of rows needed.
