Restrict buyer to raise PR/PO without Project Information

Hello Everyone, 

We have a requirement to enforce project information such as Project Number, Task Number at the PR level to ensure its not exceeding the Project budget allocated

This is also should be applicable to certain types of Suppliers (all ICT vendors) we will have to populate Project Infor or else it should restrict the requester or the buyer

Please let us know your thoughts to address this ask from the business,
