How to disable/hide the option 'Add section' in Supplier Questionnaire (without using page composer)

Summary: In the Questionnaire page Initiative we can modify the questionnaire that was built using the questions in the qualification areas defined for the initiative. This feature is available as 'Add Section' in an Initiative questionnaire step. There is a requirement to hide the functionality so that users should not be allowed to add custom sections in Questionnaire.
