Can the competencies LOV be customized as per the level of the Employee (Individual, Manager, Leader

Dear Experts,

I need assistance with one of my clients' requirements around Competencies LOV.

There are 3 different levels ; Individual Contributor, Manager and Business Leader. In the performance template the competencies are being filled up at the time of evaluation (not being pulled from profile). There are 12 relevant competencies for each of the level e.g. 12 competencies for individual contributor, 12 for Manager and 12 for Business Leader. The client wants that when an Individual contributor logs in to selects the competencies, they should get an extra field asking "What is your level?" When he selects Individual contributor, in the Competencies dropdown
