How can we classify an activity as Not Ordered using Message Scenario or API?

We have a few types of activities in different priorities, we currently separate some of them using the message scenario to mark as unscheduled. It would help us a lot if we could separate our ordered activities as well in not ordered ones via message scenario or API, is there any way to do this?
