Expense location + Zone

Dear All

i was implementing the expenses for Hotel

in every country i have a specific expense rate, but when I enabled the expense location it just gave me the country

for example France

but for me in France i have like Paris and others and the policy rules have for each country a rate

how can i add the zone for each country

other than the expense location
