Add Goals in Performance Document with a Non Manager

Is there a way for a non manager (who has a transferred Performance Document) to add goals to the employee without giving the non manager the line manager role ?

Hello,

I transferred a Performance Document of an employee A from his manager B to a non manager C (who has the role "Performance Management Line Manager") and has no direct reports.

The non manager C can see the Performance Document of A, however I have set a deep link to let the manager set goals for next year (via Manage Goals in My Team), the issue is that the deep link is not usable by the non manager C (maybe because he doesn't have neither the line manager role nor direct reports).
