Is feedback provider can provide feedback after the due date?

One of the employee has requested feedback via Me - Career and Performance - Feedback requests about me, However the feedback provider was unable to respond to that feedback. He got access denied error message. On further analysis, observed that feedback due date was expired some weeks back. Want to understand whether feedback can be responded after their due date. If so, what will be the criticality of due date?
