Returning Intern and Intern to Full Time Offers

Curious to know how others are handling the returning intern or intern to full-time offer process if there will be a break in service.

We have a very high volume of interns that ideally receive an offer to return for another internship or a full-time, regular assignment and that offer should be extended prior to the end of their internship but remain available to them after they are no longer an active worker. Do other organizations have this requirement and how have you met this?
