Can I install the function to add attachments in the service-request-create-start section ?

I am working on a project where the client wants to add the function to attach files from the creation from the services request form, 

Content (required):

The user requires that the dcs, has the scope to perform the upload at the time of creating the SR, the requirement was born seeing that it is currently possible to upload the attachments but in the query screen.
