Not able to add Internal Survey kind of Qualification area into Manage Rule Set for Supplier Qual.

Summary: The client requirement is to trigger the Supplier Qualification area initiative after the Internal registration of Supplier by the internal users. The initiative that is created should be provided response for the Supplier Qualification Questions by two to three people after the internal supplier registration process.

So as the response should be provided my multiple people, we created an Internal Survey Kind of Qualification area (instead of creating a normal Qualification area), but the problem statement here is, it cannot be added to the Rule set (In Manage Rule Sets), it is not listing that in the active Qualification Area.
