Need to setup a separate section for Managers to add comments after entering ratings

During Annual Performance Cycle, we have Employee's submitting their self-eval based on a questionnaire followed by Managers rating the employees and providing their comments. Since we would need to feed the managers' rating to compute Merit worksheets, we would want to configure two separate sections for the manager's to provide their Ratings and Submit. Later, come back into the performance document to submit their detailed comments.

Tried selecting Emp Self eval, manager eval of workers and Share perf doc/Confirm Meeting Held options but even after associating seperate sections to each of the above tasks, upon manager submitting the performance ratings section, they couldn't comeback and provide Comments after that. Unable to use Manager Final Feedback task as that is a sub-task under Worker Final Feedback.
