SAC with Fixed Charge Billing Type and Zero Charge do not Show up in Add Fixed Charge Popup

Summary:

I have created a SAC FS_FOC_TRAVEL attached to Billing Type Fixed Charge. It has Zero Charge checkbox checked.

The Billing Type setup for Fixed Charge is also correct.

Now, I expect this SAC to show up in Debrief when I try to add a Fixed Charge, but it does not. See SS below where I do not see FS FOC Travel.

Now I go back to SAC definition and uncheck the Zero Charge flag and Save. Then it shows up in the Add Fixed Charge Details UI

Though its Zero charge, I want to capture this in the Debrief to record that it was actually incurred, but not charged.
