Offer attachments after approval

Summary:

After the manager approves the offer letter with attachments (JD, CV etc), in the offer section of taleo, we cannot open the attachments after approval process. How do we make these attachments visible to our other HR team. Is there a way to upload a PDF attachment and have that document appear visibly and the option to download it once the offer been approved by the hiring manager?
