Pipeline requisitions

Summary:

We are looking for a way to allow Hiring Managers have access to requisitions even when they are still waiting for approval and Req which they are not an approver or owner. I have checked Pipeline Requisitions and it only filters by Status = Open. Does this mean that this will show all Req with that status? What is the purpose of the pipeline?

Also, how do we go about providing a list of req still waiting for approval where managers are not the owner or approver?
