Alert Composer & Security Notifications in Non-Prod

We would like to test alerts in non-production and have taken the following steps but nothing is coming through in emails. We have confirmed emails are sending in Production and don't see any configuration differences between our environments. We have received these alert emails in prior testing rounds but are not receiving now. We have confirmed the items show as sent in Alert History in the non-production environment but are not receiving actual emails. Is there an additional setting to change? I've checked the following:
