Navigation Flow - New Card in a Custom Cluster Not visible for all users

Summary:

We have created a new card under a custom navigation flow cluster to include a new area for our users to easily access reports. We have had this Tax Provision cluster since GoLive (2+ years ago).

Only System Admins can see the new card. Power users and Users are unable to see the new card created.

How can we get this card viewable for all to see?

There are no permissions on the reports and the Navigation Flow Roles are not defined (like the Default Flow)
