All In One Evaluation: employee’s goal rating visible although self-evaluation was not yet submitted

We have just discovered that when using the All In One Evaluation feature, the manager can see employee's goals ratings even if the employee has not yet submitted their self-evaluation. At the same time (in the responsive UI), the ratings/comments are not visible in the Performance Document (until the employee submits it to the manager).

Why is there such discrepancy? Why are unsubmitted ratings/comments visible to the manager when they use All In One Evaluation, but not when they access the document in the responsive UI? Has anyone else also noted this behaviour? Is this expected behaviour?

We do not want the manager to see unsubmitted ratings/comments, that the employee might still be working on.
